… a bureaucratic way of saying that we’re talking about it but we haven’t really decided who should do something about it.

Republic Act 8485 (Animal Welfare Act of 1998) is inadequate compared to animal welfare acts of first world countries. It prohibits dogfights and horsefights but it doesn’t prohibit cockfights. Tradition shouldn’t dictate the ways of citizens. Citizens should change traditions that are detrimental to the welfare of animals. Also, with the Animal Welfare Act of 1998, anybody can get away with just a P1,000 - P5,000 fine.
